JDS, Japan PhD scholarship, academic year 2020-2023

1. Information 

JDS Ph.D. scholarships for candidates who have graduated masters of JDS program currently working at the state agencies of Vietnam to study PhD program taught in English for 03 years at universities in Japan for the following majors: Strengthening the market economy system (Public Economics, Public Administration), Transport / Urban Development, Energy, Agriculture and Rural Development , Environment, Responding to Climate Change and Environmental Disasters, Strengthening the Legal System, and Enhancing Public Administration Capacity. The training program will equip modern analytical and management skills for cadres to be able to perform well the task of state management in the fields. For the 2020-2023 academic year, the program is expected to receive a maximum of 03 doctoral students for doctoral degrees.

2. Requirement

· Graduated from JDS program, currently working at state agencies, public universities and colleges across the country, and 100% state-owned enterprises (including at least 06 months of full-time employment at the current agency with social insurance payment); healthy enough to study abroad;

· Not over 45 years old as of April 1, 2020;

· Approved by the agency to attend a 3-year doctoral course in Japan (from August 2020 to October 2023);

· To be accepted by professors at universities in Japan to guide the topic throughout the doctoral course;

· Commit to complete the training program and return to serve at the sending school or at the request of the State. Those who do not complete the training program, drop out of school, are forced to leave school or after graduation do not return to the country of service, do not fulfill the obligations of the scholarship recipient must compensate the training cost in accordance with Vietnamese government regulations;

· For cases that have not yet completed the obligations of the scholarship recipient stated in the commitment of the JDS Master's Program but are accepted by the agency to submit the application and study at the doctoral level, after completing If a student is a doctoral student, he / she must return to the sending office and continue to perform the obligations stated in the Commitments of both education levels in accordance with the provisions of the JDS.

· Subjects to be registered for enrollment must be in line with current jobs, approved by the agency in the official dispatch;

· For university and master graduates abroad but not sent by the Ministry of Education and Training or graduating from university or master training programs in cooperation with foreign countries in Vietnam need an equivalent certificate issued by the Department of Quality Management - Ministry of Education and Training;

· Not recruiting candidates in the following cases:

+ Having been sent by the State agency to study abroad but not completing the course or failing to report graduation as prescribed;

+ Being working at a domestic agency but there is no document of the direct managing agency agreeing to nominate candidates;

+ Having been granted a scholarship to attend university / graduate school abroad, having obligations, responsibilities or being reimbursed for training expenses.

3. Selection criteria

· Leadership ability, high ability to contribute to the country after graduation;

· Good competency and achievement in study and work;

· Research topics related to the country's development issues are presented in the JDS program framework.

4. Application and Registration

· JDS Project Office sends email of admission, application documents and admission documents to JDS alumni via email.

· Candidates submit paper documents directly at the office or by post to the address: Japan International Cooperation Center (JICE), JDS Scholarship Project Office in Vietnam, 3rd floor, Vietnamese building - Japan (VJCC), Foreign Trade University, 91 Chua Lang, Dong Da, Hanoi, Tel: 024 3934 7711/12, Email: jds.vietnam@jice.org.

· Before sending paper documents, candidates must scan (save) to save the entire file to PDF files (each type of scanned document into a separate file of no more than 1 MB) to register online on Online system of the Department of International Cooperation - Ministry of Education and Training at the following address: http://tuyensinh.vied.vn/. · Deadline for paper and online application: Before 17:00 December 2, 2019 (deadline for paper application submission by postmark to JDS Scholarship Project Office if the application is submitted via post office).

· Valid documents are the documents with all the documents required for the scholarship, submitted within the time limit of the Notice of Enrollment (including online and paper records). Those who submit incorrect application forms and those who certify incorrectly will be handled according to the provisions of Vietnamese law.

5. Scholarship Mode

a) During the enrollment process in Vietnam

· Free TOEFL ITP and health examination organized by JICE;

· Support for travel and accommodation fees for the admissions rounds (only for applicants outside Hanoi)

b) After matriculation

· Free visa application

· Tuition at Japanese higher education institutions

· Return ticket Vietnam ↔ Japan

· Monthly living expenses in Japan

· Fixed initial allowance to buy computers and materials

· Assistance with finding housing and free housing deposit in Japan

· Cost of attending the seminar in Japan and internationally

· Cost of transporting furniture to Vietnam after finishing school
