Pursuant to the Circular No. 06/2016 / TT-BGDDT of March 21, 2016 of the Minister of Education and Training, promulgating the Regulation on enrollment to study abroad; Based on the scholarships granted by the Government of the Russian Federation to Vietnam within the framework of the Agreement on cooperation in education between Vietnam and the Russian Federation, the school announces the admission of scholarship under the Agreement. in the Russian Federation in 2019 as follows:

1. General information about the scholarship program
1.1. Number of scholarships
The Government of the Russian Federation grants 965 scholarships to Vietnamese citizens for training in the Russian Federation at the undergraduate, master, doctoral, and practical levels, including those for ministries and central Russian Center for Science and Culture in Hanoi.

1.2. Training time
- Bachelor program: 04 years of study (not including 01 year of Russian preparatory course);

- Engineer / specialist program: 5 years of study (not including 01 year of Russian preparatory course);

- Master's program: 02 years of study (not including 01 year of Russian preparatory course);

- PhD program: 03-04 years (not including Russian language preparation time);

- Specialized internship program: from 03 to 12 months (priority subjects are Russian teachers / teachers of universities, institutes, universities, colleges and high schools);

- Russian internship program: 10 months.

1.3. Scholarship regime:
The Russian Federation government is free of charge for the process of studying, granting scholarships every month and arranging accommodation in hostels at the expense of the prescribed rates of the Russian Federal Government.

The Government of Vietnam provides one-way and return air tickets, road fees, passport making fees, visas, health insurance and subsidies for monthly living expenses at the level set by the Government of Vietnam for storage. Student Scholarship Agreement in the Russian Federation.

2. Subjects, conditions and applications
2.1. General conditions
Applicants must meet the following general conditions:

- Good political and moral qualities; not during the time of disciplinary action or during the period of being disciplined by a competent authority;

- Enough health to study abroad. When enrolling and annually the Russian side will organize a health re-examination. In case of being found to be sick, not healthy enough due to forging records to go to school, they will have to return home and bear all the relevant expenses, including air tickets and compensate the State for funding;

- Have not registered any other scholarship program at the same time with this notice (since the notice takes effect until the prequalification results);

- Commitment to complete the training program and return to serve at the sending agency for study or at the request of the State. Those who do not complete the training program, self-drop out of school, are forced to drop out of school or after graduating without returning to the country of service, failing to fulfill the obligations of the scholarship grantees must reimburse the training fund. under the current regulations;

- Candidates applying for university degrees must register for admission to the same branch of the industry with the industry which has passed and is studying at a university in Vietnam or the industry has won international, regional or national awards; Applicants for a master's or doctoral degree must register for a job application in accordance with the needs of building and developing human resources of agencies and localities, sending them to study / suit the job positions and demands. work of agencies or disciplines that have graduated at the previous training level;

- Candidates are only allowed to register for one study and cannot change their majors and training institutions in the Russian Federation after enrolling; Please refer to the details of the study and training institutions in Russia on www.russia-edu.ru and www.russia.study;

- Only be allowed to apply for a higher level of training than the qualification. For students who are studying for masters, PhDs in the country only consider if candidates apply for short-term internships;

- In case of graduating from university or master abroad but not sent by the Ministry of Education and Training to study or graduate from training programs in coordination with foreign countries in Vietnam, a diploma certificate equivalent by the Quality Management Department - Ministry of Education and Training;

- Foreign language requirement:

+ Candidates who apply for university, master and doctoral scholarships, if they do not know Russian language, will be able to study 01 Russian preparatory year in the Russian Federation and must pass the Russian examination held by the Russian side. before studying majors. Candidates who have graduated from high school / university / master in Russian or at training institutions in Russian language are not allowed to study Russian;

+ Applicants for specialized internship scholarships must have a level of Russian equivalent to university or higher or have graduated from university or postgraduate in Russian-speaking countries.

- Do not recruit candidates in the following cases:

+ Having been sent by the Ministry of Education and Training to study abroad but failing to complete the course or failing to report graduation according to regulations;

+ Working at state agencies, higher education institutions, but there is no document of the direct management agency agreeing to nominate;

+ Having been granted a scholarship to go to a university / graduate school abroad, currently having obligations, responsibilities or reimbursement of training expenses;

+ Was selected to study abroad but did not go to school because of personal reasons (the application period is 02 years from the date of application for withdrawal without going to school).

2.2. Subjects, specific conditions and applications for prequalification

MSc	- People with university degrees are working at state agencies, higher education institutions (payrolls or contracts of 12 months or more with social insurance premiums), not exceeding 35 years old (up to July 31, 2019), having worked for at least 12 months since the first employment contract after graduating from university (as of July 31, 2019); -  University graduates (bachelor's degree) with excellent academic results (in red) in the Russian Federation and good grades in Vietnam within 12 months (as of July 31, 2019), no decision to recruit or work contract, labor contract.	details in Annex 2 and Appendix 5
PhD	- a master's degree or a university / engineer degree in the Russian Federation (according to the 5-year training program), a 05-year university degree in Vietnam, working in the State agencies, higher education institutions (payrolls or 12-month contracts with social insurance premiums), not exceeding 40 years old (as of July 31, 2019), have a working time at night. at least 12 months from the first employment contract after graduating from university or master's degree (as of July 31, 2019); - University graduate / engineer / expert with excellent academic results (in red) in the Russian Federation (according to the 5-year training program) or 05-year university degree in Vietnam Men with excellent academic results within 12 months (as of July 31, 2019), not more than 35 years old (as of July 31, 2019), have not had a decision to recruit or work. , labor contracts; -- A graduate with a master's degree in the Russian Federation or in Vietnam with academic results of 8.0 or more (on a scale of 10 or equivalent) within 12 months (as of July 31, 2019), not too 35 years old (as of July 31, 2019), no decision on employment or employment contract, labor contract.	details in Annex 3 and Appendix 5

3. Process of pre-application registration
Applicants must submit all online documents at 02 websites and paper documents as specified in sections 3.1, 3.2 and 3.3 below:

Note:

- Applicants must be solely responsible for the accuracy of the registration information on russia.study as well as in the Russian declaration (анкета);

- All candidates, including candidates who will graduate after 02/2019, must register on Russia.study page before May 3, 2019 to have the candidate number, before registering on the http page : //tuyensinh.vied.vn/.

3.2. Apply online (online) at: http://tuyensinh.vied.vn/
Applicants must scan (scan) the entire file to PDF format files (each type of scanned document into 1 separate file of no more than 1 MB) for online registration.

3.3. Filing paper
Candidates transfer 02 sets of paper documents (01 in Vietnamese and 01 in Russian) formally register for admission by secure express mail to the Department of International Cooperation - Ministry of Education and Training, 35 Dai Co Viet , Hai Ba Trung District, Hanoi. In addition, candidates need to prepare an additional set of paper documents in Russian to bring to the Russian Federation if sent to study.

The file should be in a pocket of 25cm x 34cm size, the outside surface must contain full details according to the appendix prescribed for the scholarship application for the Agreement to the Russian Federation in 2019.

Valid dossiers are those with all the documents specified above, which are submitted within the time limit prescribed by the Admission Notice (including online and paper records). Applications submitted late will only be considered for processing if there are still scholarships available after considering recruitment of applications submitted on time and the Russian Federation agreed to implement additional admissions; The applicant for the application is incorrect and the wrong person will be dealt with in accordance with the law and will be canceled the relevant enrollment results. The Ministry of Education and Training does not return the application and application fees under any circumstances.

4. Time limit for online application at http://tuyensinh.vied.vn/ and paper documents
Candidates are first-year university students, who are working at state agencies, higher education institutions (payroll or contract), who are granted a university / master's degree in 2018 , high school grade 12 students are recruited directly to universities according to the university admission regulations for 2019 to submit their applications before May 3, 2019 (according to the receipt of dossiers at the Department of International Cooperation and completion time online registration).

Candidates of the remaining subjects submitted their applications before July 3, 2019 (calculated according to the receipt of dossiers at the Department of International Cooperation and the completion of online registration).

6. Admission process
- The Ministry of Education and Training will consider applicants to have a complete and timely application according to regulations and based on selection criteria for prequalification of candidates;

- The Ministry of Education and Training sends a list of candidates to be recruited to nominate with the Russian Federation;

- Candidates nominated by the Ministry of Education and Training are approved by the Russian Federal Government for new scholarships to be admitted and will be notified, guided and resolved by the Ministry of Education and Training. to study in the Russian Federation in October 2019.

Priority should be given to candidates in the following cases:

a) Candidates need to train to supplement human resources according to usage needs proposed by the Ministries / Departments and localities (written proposals for recruitment and employment commitment contracts after completion the course);

b) Candidates who win international, regional and national awards and other candidates are prioritized according to current university admission regulations;

c) Candidates applying for master / doctoral scholarships have written documents from the training institution that has graduated and nominated for a master's / doctorate / internship program at the training institution. Russia;

d) Candidates have many good achievements in learning and training, scientific research achievements (expressed in articles published in scientific journals or reports at scientific conferences at the grassroots level and are posted in the conference proceedings or participated in a Ministry-level research project or above and the subject was accepted or applied.

In cases where the Russian Federation does not belong to this scholarship program, or is part of this scholarship program, but it does not meet the selection regulations of the Ministry of Education and Training, it will not be compensated for the study regime. Government of Vietnam.

The Ministry of Education and Training requests agencies to create favorable conditions for candidates with necessary conditions to participate in recruitment on time.

 Currently, at Green-Petecbua Technical University, there are more than 40 Vietnamese students who are staying at all faculties of the school in terms of cooperation in state training and self-sufficiency (of which 35 are studying PhDs).
