Pursuant to Circular No. 06/2016/TT-BGDDT dated March 21, 2016 of the Minister of Education and Training promulgating the Regulation on enrollment to study abroad; Pursuant to the cooperation program between the Vietnamese Ministry of Education and Training and the Hungarian Ministry of Human Resources for the years 2019-2021, ICD of VNUF announces enrollment in Hungary. The terms of the Agreement in 2022 are as follows:

1. General information about the scholarship program

1.1. Name of scholarship program and agency in charge

- Name of scholarship program: Scholarship program to study in Hungary under the Agreement in 2022 (name of program on the Hungarian side:  "Stipendium Hungaricum Program" (SH)).

- Agency in charge:
+ Vietnamese side: Department of International Cooperation - Ministry of Education and Training;
+ Hungarian side: Tempus Public Foundation (hereinafter referred to as Hungarian Scholarship Fund).

1.2. Number of scholarships, training levels and fields of study

- The Government of Hungary grants 200 scholarships to Vietnamese citizens to study in Hungary at university level, one cycle  (one-tier master - OTM: university transfer program - masters ), masters, doctorates and specialized internships.

The scholarship criteria are as follows:

+ 25 scholarships per cycle;
+ 80 university scholarships;
+ 55 master's scholarships;
+ 30 PhD scholarships;
+ 10 postgraduate internship scholarships (from 5 months to 10 months).

- Field of study: Industry groups that Hungary offers training scholarships to Vietnamese candidates ( https://apply.stipendiumhungaricum.hu/courses/search/id/15002387-22rj61 ).

1. 3 . Training period
- Undergraduate program: from 02 years to 04 academic years;
- Master's program: from 1.5 years to 02 academic years;
- One-cycle program: 05 years to 06 academic years;
- Doctoral program: 04 years;
- Internship program: from 5 months to 10 months.

1.4. Scholarship mode

- Hungarian Government scholarships for 200 targets, including: free training, research, grant of health insurance and support for accommodation and living expenses according to Hungarian regulations. ri.

- 100 targets granted scholarships by the Hungarian Government will be compensated for scholarships by the Vietnamese Government, including: one-way airfare and return, travel fees, fees for passports, visas and visas. living expenses according to the current regime.

2. Conditions and  candidates for admission

2.1. General conditions
Candidates must fully meet the following general conditions:
- Be a Vietnamese citizen, have good political and moral qualities; not during the period of disciplinary action or during the time being considered by the competent authority for disciplinary action.
- Health enough to study abroad.
- Candidates registered to go to university and have a birth cycle before August 31, 2004 (except for candidates registered for dance major); Candidates applying for master's, doctoral and specialized internships must not be over 40 years old as of July 31, 2022.
- Candidates who are 12th graders applying to go to university must have the average grade point average of each year of high school until the end of the school year 2021 - 2022 reaching 7.0 or higher and have a university entrance result in 2022 when working. school procedures.
- Applicants who are students applying to study at university must have the average grade point average of each year of high school, graduation score and the overall university semester average score of 7.0 or higher (on a 10-point scale and equivalent). equivalent).
- Have not applied for any other scholarship program at the same time as this announcement (from the time this announcement takes effect until the pre-qualification results are available).
- Commitment to complete the training program and return to the country to work. For candidates who are compensated by Vietnamese Government scholarships who do not complete the training program, drop out of school on their own, are forced to drop out, or after graduation do not return to their home country to serve or fulfill their obligations. Scholarship recipients must compensate for training expenses according to current regulations.
- Candidates are only allowed to apply for the training level higher than the diploma level.
- Candidates applying for university degree and one cycle must register for the same major as the major they have been enrolled in and are studying at university in Vietnam or an industry that has won international awards (gold, silver medals). copper), country (the first, second, third.

- Candidates are not considered for admission in the following cases:
+ Having been sent by the Ministry of Education and Training to study abroad but failed to complete the course or did not make graduation reports as prescribed;
+ Currently working at a state agency or educational institution but the application file does not contain the written consent of the direct management agency to nominate candidates;
+ Has been granted a scholarship to study abroad for undergraduate/graduate studies, currently has obligations and responsibilities or is subject to compensation for training costs;
+ Have been selected to study abroad but do not attend school for personal reasons (the application period is 02 years from the date of submitting the application for withdrawal from school);
+ Have been granted a scholarship of the Hungarian Scholarship Fund for the academic year 2020-2021 or 2021-2022 but then refused the scholarship or did not attend, without notifying the Hungarian Scholarship Fund for until August 31 of that academic year or has reserved a scholarship with the Hungarian Scholarship Fund for the academic year 2020-2021 but has not entered the next academic year and has not notified the Hungarian Scholarship Fund- ri until August 31 of the following school year;
+ Candidates who register for a major that the Hungarian side does not accept training for Vietnamese candidates.

2.2. Language requirements
- Applicants applying for a course in Hungarian need to have a certificate B2 in Hungarian (according to the European Framework of Reference) issued by an international competent authority with a valid validity period. apply (within 02 years from the date of issuance of the certificate to the deadline for submitting the application); Applicants applying to study in Hungarian should have a basic command of English;

2.3. Candidates for recruitment

Candidates for Hungarian Government scholarships - Students in grade 12 have won national, international, regional, provincial and city awards during high school.
- Students of universities, institutes, universities.
- Applicants for scholarships for masters, doctoral studies, specialized internships need to graduate from university or master with good grade or higher; Preference will be given to candidates working in agencies and organizations that have cooperative relations with Hungary or have studied in Hungary.

Candidates who have been considered for scholarships by the Government of Vietnam Candidates who have been considered for scholarships by the Government of Hungary will be considered for additional scholarships of the Government of Vietnam if they fall into the following categories. this:

a) Applying for university level, one cycle

b) Applying for a master's degree

3. Application documents:

3.1. Submit your application online (online) at the portal of the Hungarian Scholarship Fund (http://www.apply.stipendiumhungaricum.hu)
The Hungarian side has opened an online application page by English/Hungarian for Vietnamese candidates. The deadline for online registration on the Hungarian portal is until 11:59 p.m. on January 15, 2022 (Hungarian time);
Paper documents in English/Hungarian candidates keep for themselves to bring to Hungary for admission if they are accepted and sent to study.

3.2. Submit application online  (online)  at the portal of the Department of International Cooperation ( http://tuyensinh.vied.vn )
Candidates must scan (scan) and save all documents in Vietnamese into files. PDF format (each type of document is scanned into a separate file with a capacity of no more than 1 MB) for online registration. The deadline for online registration on the portal  http://tuyensinh.vied.vn is  until January 15, 2022.

3.3. Submit a paper application in Vietnamese.
Documents need to be contained in a 25cm x 34cm profile bag, the outside must be filled with detailed information according to the appendix specified for scholarship application documents to study in Hungary. Representative of the Agreement in 2022.

A valid application file is one that has all the documents required by the Vietnamese and Hungarian side, and is submitted within the time limit specified in the Admission Notice (including online application and application form). paper). The person who declares the application file incorrectly and the person who confirms the wrong application will be handled in accordance with the law and the relevant selection results will be canceled. The Ministry of Education and Training does not return application documents and fees under any circumstances.

3.4. Some notes when applying for admission
- When applying online in Hungary, candidates who already have English certificates will apply directly to specialized study programs at universities in Hungary- garage; applicants applying to study in Hungarian will enroll in a pre-Hungarian program (not directly enrolled in a specialized study program);
- Candidates applying for undergraduate, one cycle, and master's degrees in English, if accepted, will have to attend a Hungarian language course in the first year and must pass an examination. check Hungarian after completing the course. Candidates who do not participate in the Hungarian language course will not be awarded a scholarship by the Hungarian side. - Candidates applying for undergraduate and one-cycle admission need to register for exactly the level of " Undergraduate"  (BA) or " One-cycle" (OTM) in the application file in Vietnamese and on the Hungarian online registration system;
- Candidates applying for internship scholarships need to register for  "partial studies"  on the Hungarian online registration system.

4. Deadline for registration

Candidates forward the application in Vietnamese by registered mail to the Department of International Cooperation - Ministry of Education and Training, 35 Dai Co Viet, Hai Ba Trung District, Hanoi until the end of  January 15, 2022  ( calculated according to the stamp of receipt of the application at the Department of International Cooperation and the time to complete the online registration).

5. Admission process
- The Selection Council of the Ministry of Education and Training will consider candidates who have complete and valid dossiers, submit them on time according to regulations and based on the selection criteria for preliminary selection. recruiting candidates;
- The Ministry of Education and Training sends the list of pre-qualified candidates for nomination to the Hungarian side.
- Candidates who are received and granted student visa by the Hungarian side will be guided through the procedures for sending to school in September 2022.
